The second part analyzes the shift from detailed central planning to a new system that seeks to combine central planning with decentralized decision making. therefore Analysis of the new planning framework was required to developed a new theory. In the exploration of this theory, the author concludes that many significant questions cannot be answered on a theoretical basis alone.
