The first part of this book discusses the shortcomings of the economic system instituted by Stalin and maintained until 1965. The second part analyzes the shift from detailed central planning to a new system that seeks to combine central planning with decentralized decision making. therefore Analysis of the new planning framework was required to developed a new theory. In the exploration of this theory, the author concludes that many significant questions cannot be answered on a theoretical basis alone.
