The study is a synthesis and comparison of the levels of technological capability and learning mechanisms in three representative countries- Ghana, Kenya, and Zimbabwe, all of which are undergoing extensive structural reform programs. Another aspect of the study is the use of stochastic frontier methods to estimate technical efficiency in the four sectors across the three countries.
