This monograph by Paul Bairoch, which provides an introduction to the question of urban unemployment in developing countries, forms part of the International Labour Office's publications in connection with its World Employment Programme. Bairoch' s approach is essentially that of comparing the current performance of the less developed countries with that of the industrial countries in both the
nineteenth and twentieth centuries. He finds that for one variable after another the less developed countries have values which are too high at too early a point in their development experience, i.e., relative to per capita income.
