This monograph reviews regulation of air pollutant emissions from motor vehicles. The author argues that the federal mobile source programme has indeed achieved substantial reductions in emissions from motor vehicles. But the costs imposed on vehicle users have been substantial, and the program has been overambitious and in many respects poorly designed. A better program—one that would achieve almost the same benefits at far less cost—could have been, and still could be, designed.
The chapters includes: Chapter 1 provides an introduction. Chapter 2 briefly describes mobile source emissions and why they constitute a serious social problem warranting some kind of governmental intervention. Chapter 3 recounts the history of the emissions control program. Chapter 4 describes the current standards and the procedures underlying them. Chapter 5 reviews the achievements of the program, and chapter 6 provides estimates of its costs. Chapter 7 discusses the shortcomings and problems in its design. Chapter 8 gives an overall assessment of the program, including cost-benefit, cost-effectiveness, and equity considerations. Chapter 9 describes alternatives to the program as it is currently structured and offers recommendations. Chapter 10 summarizes the conclusions of this study.
