The authors argue that in many developing countries, industry was over encouraged relative to agriculture and this was done in a manner which unnecessarily discouraged both industrial and agricultural exports. Inward looking, high cost, imports substitution development was the result, which in addition to discouraging exports, also made it easy to earn high profits.
