Bairoch' s approach is essentially that of comparing the current performance of the less developed countries with that of the industrial countries in both the nineteenth and twentieth centuries. He finds that for one variable after another the less developed countries have values which are too high at too early a point in their development experience, i.e., relative to per capita income.
