This limitation on earnings — the retirement test — is shown to have serious faults. It does not make allowances for geographical variation in purchasing power or for special hardships; it gives persons with unearned income an unfair advantage; and it fails to consider most income in kind. The author estimates that $0.5 billion in additional taxes would be collected annually from persons who would be added to the work rolls if there were no retirement text at age 65. The study also evaluates changes effected by the 1977 amendments to the Social Security Act.
