This limitation on earnings — the retirement test — is shown to have serious faults. It does not make allowances for geographical variation in purchasing power or for special hardships; it gives persons with unearned income an unfair advantage; and it fails to consider most income in kind. The author estimates that $0.5 billion in additional taxes would be collected annually from persons who would be added to the work rolls if there were no retirement text at age 65.
