The report reflects the different aspects of the subject matter of the enquiry. Three basic functions of the service were considered, namely collection, tabulation and dissemination. The relationship with industry and commerce which these functions presuppose are then examined. This is followed by an analysis of the role of the statistician class in data processing and formulation of policy.
