This study is one of the first evaluations of the application of development planning as a means of overcoming the inertia implicit in the large, traditionally stagnant agricultural sector of the typical less developed country. It goes ahead to reveal that in initiating planned agricultural development, planners are confronted by a large number of problems which arise from conditions typically found in less developed countries.
