This text is an attempt to show how statistics can be used for economic measurement with due regard to economic environment. The work lays due emphasis on proper techniques of statistical inference and an understanding of the economic environment on which the technique should be applied. The first part is mathematical and statistical in content and is concerned with the development of techniques necessary for using statistical inference in economics. The second part is concerned with the development of an inductive approach to dynamic economics.
