In this study, Chapter 1 traces the historical development of welfare policy in Great Britain from the poor laws to the present system of retirement insurance. The new national pension system that began in 1978 is described in Chapter 2. Chapter 3 explains the policy of contracting out and the advantages of doing so. Chapter 4 deals the inducements to contract out and; Chapter 5 summarizes the effects of the policy of contracting out.
