"Towards Full Employment" is the report of the first country mission to be created under the ILO's World Employment Programme. The mission found that five million additional jobs need to be created in Colombia by 1985, and the report, after relating employment expansion to the more conventional objectives of development policy, outlines the changes in economic policy which will be necessary. The report was prepared with remarkable speed. Professor Dudley Seers, the leader, was given only two months for preparation and to recruit twenty-six experts from twelve international organisations, who spent up to five weeks (some only a few days )in Colombia.
