Summary: This book grew out of the work of a Congressional delegate, one of the authors whose post was created to inform Congress on the uses of the authorities it granted to the Executive, and to make available to negotiators the experience and advice of Congressmen from the House Ways and Means Committee and the Senate Finance Committee. This book is an attempt to provide an analysis from a unique viewpoint of the forces shaping the negotiations and their outcome. It also aspires to provide a source useful in the formulation of trade policy both in 1971 and the decade of the 1970's.
