Older persons withdrawing from the labor force decrease the number of taxpayers and increase the number of beneficiaries. This shift in work status raises the total cost of transfers to the elderly and also increases the proportion of income that those who remain in the labor force must pay in taxes to finance these benefit programs. The relationship between benefit programs, the retirement decision, and the total cost of transfers to the elderly is the principal topic of this study.
