Viewed in a longer run perspective, the average annual increase in production since the beginning of the 1970s has been less than that in the 1960s, and far behind the DD2 annual target of 4% for the decade. In many countries, comprising about half the population of the developing world, the rate of growth of population outpaced the rate of increase in food and agricultural production. A disquieting aspect is that the slowest rate of expansion in production has occurred in the poorest developing countries, particularly those in Africa, where it is most urgently needed.
