N2  - This book examines the basic problems of developing Africa which include: the low level of primary production; the menacing unemployment (the continent's population of 200 million will have doubled, at the present rate of increase, by A.D. 2000) ; the gulf between the tiny elite who have had a Western type of university education and the masses, 50 per cent of whose children get no schooling at all; the somewhat hysterical politics of one-party nationalism which is holding up both regional unification and the decentralization needed to stimulate grass-roots projects; the unsound nature of the aid supplied by the wealthy nations. 
This work is published by the Institute of Race Relations of London which is aimed at improving relations between the races through study and research. The book raises the question whether it is possible to trans-plant the techniques and institutions of western European countries into Africa and whether Africa can assimilate in a few decades these things which have needed centuries in Europe.
