This book contains a conference report that was sponsored by the Agnelli Foundation of Turin, Italy. The conference was designed to explore the specific contributions that economic analysis can make to the study of particular type of public programmes. There were several common themes present in many of the papers. Perhaps most common was the emphasis that considerations of distributional equity, as well as the traditional notion of economic efficiency, were important in the design and evaluation of public services. Another common theme was the role of decentralization. And the third general theme was the importance of general equilibrium effects.
