Economic policy issues can be discussed on several levels. One is the world of headlines. At the other end of the spectrum, professional discussions in economics journals deal primarily with technical aspects of economic issues. Both levels of analysis are important. But between these two levels - beyond the headlines and short of the technicalities - lies a neglected world of ideas and concepts. Therefore, the objective is to present an additional framework for thought rather than to offer formulas or panaceas.
