Dominican Republic is an open economy with relatively small domestic market. Thus the analysis in this paper suggests that under any reasonably likely external scenario, Dominican Republic will not be able to achieve an acceptable per capita economic growth over the next decade without major shifts in policy. The paper develops an analytical framework to examine various policy alternatives.
