Summary: The book elaborates the theory of international capital movements and leads towards the application of this theory to problems of European economic integration. It is concerned with the effects of economic policy on economic growth. It also examines the role of long-term international capital movements in this context and stresses the view that international capital movements are of secondary importance in the process of economic growth, so that policies which affect international capital movements are also of mere secondary importance. The repeated emphasis on this point may be wholesome: too many seek in foreign loans or aid a substitute for sound domestic monetary and financial policies.
