The overall structure of this book is set forth part by part. Part one explains the new character and significance of the public sector. Part two moves directly into public sector decision-making on public goods and the problem of the optimal allocation of resources between the two sectors. Part three deals with the expansion of government activity reasons for that growth, the public budget, and collective decision-making. Part four considers financing government by decision-making on and the exercise of the taxing power. Part five stresses urban economic ecology and fiscal problems together with an analysis of property taxation, the mainstay of the local revenue system. Part six discusses financing the public sector by borrowing and the incurrence of debt. Part seven reviews how fiscal policy developed, its theory, goals, and approaches.
