In 1980, the U. S. National Academy of Sciences established the Committee on International Security and Arms Control to discuss security issues with professional colleagues in the Soviet Union. In the course of these discussions, possible strategic arms reduction were considered and standard calculations of physical weapons effects were used to assess the significance of these reductions. The analysis presented in this study evolved from those discussions.
