The book makes a case for international development authority based on the role played by the United States, Belgium, Britain, operating international agency, the United Nations Relief and Rehabilitation Administration, which dealt directly with the vast dislocations caused by the war. Likewise in the area of health, agriculture, child care, the problems of labor, or in specific projects of economic development such as those sponsored by the International Bank for Reconstruction and Development or the Technical Assistance Board.
