The Jamaican telecommunications sector has been subject to a massive reorganization since the late 1980s in both its structure and regulatory framework characterized by a license that substantially limits both the discretion of the government and the pricing ability of the company. This paper attempts to provide an answer to why the reforms of the late 1980s took the form they did, and to whether they could have been done any better.
