The first chapter of this book reviews the broad objectives and strategies of the major protagonists: the exporting governments, the importing governments, and the transnational enterprises. The second and third chapters scrutinize existing multilateral approaches aimed at influencing the markets in various commodities. The fourth chapter analyzes policy issues and proposes certain collective measures at the regional and interregional levels. The book concludes with reflections on sharing the gains from the resource trade, and an evaluation of the effectiveness of group action.
