Summary: This study examines the effects of interprovincial trade restrictions with specific attention being paid to energy sources, particularly petroleum and natural gas. Chapter 2 considers the broad question of interprovincial trade restrictions and is specifically concerned with the income redistribution effects of a policy in which more than one domestic price for petroleum and natural gas exists, and an analogy is drawn with tariffs used to restrict international trade. Chapter 3 continues the investigation of the effects of energy cost changes by considering a simple empirical model. Chapter 4 discusses some of the policy options available to the Ontario government. The final chapter (Chapter 5) presents conclusions and makes suggestions for possible future research.
