The new edition incorporates a more extensive coverage of recent changes in the industrial relations system, particularly the continuing decline of union members, and the mechanisms being used by unions to adapt to these changes. In the section on public employee negotiation, the book reaches another strong point. The topic is well developed and the treatment of power relations is substantially better than similar sections dealing with the private sector. Legislative actions, particularly various executive orders are covered well. The book ends with 22 case studies representing a good sample of issues.
