Summary: The book begins with a brief survey of general economic and demographic conditions in Ethiopia and proceeds to a discussion of the "strategic manpower issues" in the country. An analysis of the educational system and of the possibilities of improving the calibre of the labor force through the educational system follow follows. Next comes a chapter on "the structure of demand." Even Ethiopia, it seems, has a problem of educated employment or educated underemployment; the government has been the principal employer of college graduates. However, the authors state, the outlook for college graduates in the liberal arts and sciences is not necessarily bleak if they are willing to teach. Ethiopia is no exception to the rule that the educational system is not well geared to the current needs in the present state of development. The book closes with a plea for more effective manpower planning and programming.
