In this book the author believes in that the point of view of a practicing manpower specialist should be considered along with those of the theoreticians who have dominated the manpower literature in recent years. He said the differences between theory and practice should be valuable, particularly to those who are engaged in the administration of operating programs. The author also saw a need to correct an imbalance in emphasis on the planning aspects of manpower programs at the expense of the equally important development and utilization functions.
