Summary: Bauchi State ADP became the first state-wide ADP in Nigeria, based on the experiences of GADP and other enclave projects. To the original ADP objective of increasing food production, farm incomes and living standards was added a second objective: to strengthen existing institutions and improve the supply of trained and experienced manpower. The expansion of the objectives to include aspects that were only partly quantifiable illustrates that many lessons were learned from the enclave projects and put into effect in the proposals for state ADP's. The most important changes were in emphasis and approach rather than in the component parts of the programme. To the core components of agricultural inputs, extension and rural infrastructure were added training and manpower development, cooperative4 development, adaptive research and the agricultural sub sectors of livestock, fadama and seed multiplication.
