Includes bibliographical references.
HIV/AIDS is spreading across sub-Saharan Africa with ferocious speed. Two-third of the epidemic is in Africa. These people died not because of the unique concentration of HIV in Africa but also because the continents leaders and its international partners have been slow to respond to the epidemic. Given the scale of the epidemic, it is no linger just a public health problem, it is a development crisis. This calls on the world bank, its development partners and African governments to make a new commitment to saving millions of people from the worst effects of HIV/AIDS.
