This volume contains three types of papers. There are accounts of the machinery and process of plan preparation in seven different countries including, in some cases, a review of how such machinery evolved. There are edited resumes of the critical discussions which followed the presentation of these the descriptive papers. And there are two papers which, in respect of the Indian sub-continent and of Latin America, explicitly address themselves to analysing what went wrong with the planning process and to 'planning the improvement of planning'.
