The purposes of the study commissioned were to formulate an analytical framework for an analysis of the oil import quota, and to develop rough estimates of the costs and benefits of the quota, utilizing available empirical evidence. This study is intended to clarify the issues involved and present all the available empirical evidence necessary for a rational decision on oil trade policy.
