1986 has been a watershed in the evolution of the ADB. It now faces two major challenges- substantially raising its capital and formulating a new lending policy to ensure that the continent gets the most out of the funds on offer. The first has entailed a long and exhaustive debate on how and to what extent the Bank's capital should be increased. With the second, the ADB will have to take into account, that what much of the continent needs is not only additional funds for new projects, but financial, technical and managerial assistance to implement the economic reforms necessary for growth. These are the major challenges facing the ADB as it prepares the blueprint that will take it into the 1990s.
