Summary: This book attempts to trace the contribution of mathematical economics to the solution of Soviet planning problems. This book represents a synthesis of Dr Ellman's work in the theoretical basis of optimal planning and its application to economic reform in the USSR. His position is that although the optimal planners have made some valuable contributions towards sub-optimization in certain sectors of the economy, they have failed to provide an adequate model on which wholesale reform could be based, as they have concerned themselves with static efficiency to the neglect of production, growth and the social base of economic policy
