This book provides an account of the budgetary and administrative history of the execution of the 1962-68 plan. The implementation of the plan was characterized by under spending and distortion between sectors in the projects executed. Impediments to rational plan execution presented by the country's political leaders included (i) a fundamental lack of understanding of fiscal balance and economic efficiency, (ii) decision-making based solely on regional interests, providing little support for national projects not located in the region, and (iii) eschewal of demanding standards of personal conduct.
