The purpose of this study is to estimate the real cost to the Soviet Union of its foreign aid program during the years 1955-1968. The resources delivered by the Soviet Union under this
program are not outright gifts but must be repaid. Because of low interest rates, a considerable delay before repayment,
however, there is a subsidy involved. In addition to calculating this measure of Soviet aid, the author also claims that discriminatory pricing to the disadvantage of the recipients reduces the aid element considerably.
