This is a case study aimed at: explaining economic planning in a developing country-Iran; show the difficulty of making and executing a development plan; and to show that economic development and economic planing do not necessarily depend on each other. This is based on the authors experience in the planning process from 1958 to 1961. This was after the political and economic upheaval surrounding the nationalization of the oil industry (1951-1954) Iran entered a period of relative stability, prosperity, and optimism. Issues covered include postwar planning, balance of payments, agriculture, industry, manpower and education.
