The book is policy-oriented and also presents a conceptual framework for understanding the intersection of economics and politics in international relations. The book provides the an overview of the study of international political economy through descriptions and critical analyses of three "prevailing conceptions" of the nature of economic relations, actors and activity, and the relationship between economics and politics; the three conceptions are "liberalism," "Marxism," and "mercantilism.
