Summary, etc. Jonathan Aronson attempts to determine "whether bank behavior exerts pressure on government decision makers to adopt policies or take decisions which they do not favor" (p.<br/>16). He distinguishes direct, intentional control over public policy from the indirect influence banks could acquire by behaving in ways which limit the policy choices available to government.<br/>Aronson finds surprisingly little evidence of direct bank influence. Bankers are ineffective lobbyists; they are frequently divided among themselves on the issues, and their efforts are<br/>greeted with deep suspicion in Congress and the executive branch. In cases involving exchange regulations from 1963 to 1974 Aronson finds that U.S. banks seldom got their way with the Federal Reserve Board or Treasury.
