Summary, etc. The authors review, in considerable detail, all the policies and rules of the Pay Board, providing background on the development of each and discussing its application. The problems associated with getting started and wage settlements that were already in progress receive special attention.<br/>The authors primarily take an institutional approach to analyzing wage controls during Phase II. They focus on the institutional roles of the members of the tripartite board and on the<br/>administrative success with which rules were made and applied. They conclude that, in general, the Board functioned successfully, with a moderate reduction in wage increases and a minimum of disruption to the collective bargaining process.
