Summary, etc. This book is a well-documented discussion of the economic disarray of the developing world. The world economic order which, prior to the Arab embargo, could be viewed as a division between the developed and underdeveloped, is now much more complex. The West is now confronted with both a Third and Fourth World. The Fourth World consists of that set of nations without sufficient export commodities, know-how, and political infrastructure to compete in today's volatile economic climate. These nations by and large have few if any resources to utilize in an international economy that is either capital or oil oriented. The book is divided into four sections. Part I of the volume explores the question of international trade policy. Part II emphasizes the role of the private sector in development. Parts III and IV of the volume bring home the points articulated in the other sections.
