This book presents a useful taxonomy of external debt and mechanisms for its refunding and distinguishes between less developed countries (LDCs) with regular access to the international capital market on commercial terms and those primarily dependent upon official grants or soft loans for their external finance. It observe that a LDC borrowing on commercial terms may quickly lose its credit worthiness. The book further distinguishes between public and private external debt and noted that the most widely publicized figures refer to public debt. Though this distinction is not a problem in evaluating the debt of the East European countries, stating that the focus on the external public debt of some LDCs could seriously understate their actual debt burden.
