One of the aims of the Hamlyn lectures is that, the common people of the United Kingdom may realise the privileges which in law and custom, they enjoy in comparison with other European peoples; there is a large assumption of superiority built in here. Therefore the author has chosen maladministration and its remedies as the field in which to test and illustrate this assumption.
This book focuses on maladministration and its remedies. Maladministration occurs wherever social organisation exists; it is not confined to the operations of the government or the state alone. However, the author confines himself to a discussion of maladministration as it occurs in the course of actions by the officials of government, central and local, in Britain. He further confines himself by considering chiefly the working of certain institutions through which it is intended that maladministration should be remedied.
