The report showed how cost of living was stabilized by the mid-1920's and why the unions could no longer could used risen costs as an argument for increase. So with widespread mechanization in American industry, union representatives turned to the productivity argument in their negotiations. In relation to this development, the Bureau of Statistics had already made some special studies of certain remarkable cases of the effect of mechanization.
