Public Service Review Commission.
This report by the "Public Service Review Commission" studied senior management based on the premise that the burden of management responsibility in any public sector organization is primarily a function of its size, complexity, technology, impact on the economy and political significance. The general methodology was to examine the top positions of public organizations and, by application of the comparative criteria the team established their relative magnitude. Subordinate management jobs were then related organizationally to the top job, in accordance with the principles established for the organizational model used. The resulting rankings were viewed by an advisory panel comprised of senior Nigerians from both state and federal governments, public corporations, the judiciary, the universities and the private sector. Some modifications to the rankings were subsequently made based on the panel's judgment prevailing social values.
