his study of technological change, public policy and economic behaviour in Brazil's agricultural sector concentrates on five agricultural products which are important in international trade: rice, soyabeans, maize, beef and wheat. Attention is focused on one agricultural state, Rio Grande do Sul, an important producer of all five products, main exporter of beef, rice and soyabeans. Particular questions examined are: (1) the degree of response of exporters to price incentives and direct export controls; (2) why land and herd productivity have stagnated in many regions of Brazil; (3) economic prospects for productivity increases through application of modern agricultural technology} and (4) the effects of special import substitution policies for wheat in terms of production and marketing systems, cost and potential for reducing production costs in the future.
