The author approaches the economic modernization of Egypt from the perspective of population, policy, and means. Beginning with a review of Egypt's evolving economy prior to World War II, he demonstrates that the Revolution of 1952 that brought the Army Free Officers to power did not produce an immediate or radical break with past policies on the part of the government. Only through a trial-and-error process did the philosophy of state socialism come to be adopted by President Nasser. The ultimate intent of the author is to provide an overall assessment of the final economic changes brought about by Nasser during his 18 years of "autocratic rule."
