The 1995 budget is a budget of incentives; and a budget of liberalisation. The 1994 budget achieved the objective of making the people realise that there is a way forward if only frustrations are discarded. Whereas the 1995 budget seeks to build on this spirit and has gone further to free the economy from the statutory constraints to which which it has been held hostage.
